Leung is the Co-head of the Real Estate and Construction Practice based in DFDL's Phnom Penh Office.

Leung works with a broad range of clients on single and multi-jurisdictional food, beverage, hospitality, power and renewable energy, infrastructure mergers, acquisitions and disposals, joint venture structuring, project development, and related financial arrangements in the real estate development and construction sectors.

He has experience in helping sponsors, project developers, lenders, construction/blueprint businesses, hospitality, and agriculture business owners with their projects.

He has published several articles on corporate, commercial and regulatory compliances.

Leung holds a master’s degree in Social Law and Enterprise Law from the University Lumière Lyon 2, France.
